IMPORTANT REMINDERS
  1. The amount of remuneration for the specified skilled workers should be EQUAL to or MORE than the amount that a Japanese national would receive.Item 4. (1). (a) of the Memorandum of Cooperation (MOC) between the Ministry of Justice, the Ministry of Foreign Affairs, the Ministry of Health, Labour and Welfare and the National Police Agency of Japan AND the Department of Labor and Employment of the Republic of the Philippines on the Basic Partnership Framework for Proper Operation of the System Pertaining to Foreign Human Resources with the Status of Residence of Specified Skilled Worker
    協力覚書(仮訳)–協力の範囲 (4) (a) : 受入機関と特定技能外国人との間で結ばれた雇用契約及び受入機関により作成された在留資格「特定技能1号」を有する外国人に対する支援計画が、出入国に関する法令で規定された基準に適合するかどうかを適正に審査すること(特定技能外国人の雇用契約におる、特定技能労働者に対して日本人と同等又はそれ以上の賃金が支払われるとの基準及び在留資格「特定技能1号」を有する外国人に対る支援計画における、受入機関が転職を支援するとの基準を含む。)並びに雇用契約の内容の誠実な遵守を確保すること。
  2. All Direct Employers and Dispatch Companies (Accepting Organization) should have an accreditation with POLO/POEA under SSW Program. – DOLE Department Order No. 201 and 201-A series of 2019 on the Verification Guidelines on the Deployment of Workers to Japan under the Residence Status of  Specified Skilled Workers (SSW)

Accreditation Procedures
STEP 1 - LOOK FOR PARTNER PRA (フィリピン送り出し機関と契約を結ぶ)

Companies/employers must first find a partner Philippine Recruitment Agency (PRA) Check the list of accredited/licensed PRA at the Philippine Overseas Employment Administration (POEA) official website: https://www.dmw.gov.ph/archives/cgi-bin/agList.asp?mode=acthttp://poea.gov.ph/cgi-bin/agList.asp?mode=actLB

STEP 2 - SUBMIT (書類の提出)

Submit complete documentary requirements to POLO Tokyo through post mail. (5-15-5 Roppongi, Minato-ku, Tokyo 106-8537 Philippine Embassy, Philippine Overseas Labor Office). Company details in the letterpack should be written in romaji/English. Attach a return letter pack (JP), or filled-up chakubarai (sagawa).

STEP 3 - EVALUATION (審査)

POLO Tokyo Processing Officer to evaluate the documents and its contents. Evaluation Period: Fifteen (15) working days. INCOMPLETE application will be returned. Companies/employers can only follow-up if no notice/feed-back was received after 15 working days.

POLO-Tokyo 審査担当が書類の審査をする。審査には15営業日掛かります。

STEP 4 - INTERVIEW AND/OR SITE VISIT (面談・訪問監査)

If everything is found to be in order/complete after the evaluation, POLO will conduct an interview and/or site visit. (Interview details/conditions will only be discussed when the company has successfully passed the evaluation stage).  If there are items for correction/revisions after the interview, POLO Tokyo shall return the documents to the Employer/Principal for correction/revision. If complete, proceed to the next step. NOTE: Onsite or Virtual monitoring is to be conducted for application for additional job order.

STEP 5 - ENDORSEMENT/VERIFICATION OF DOCUMENTS

If everything goes smoothly after the interview, POLO will verify the documents and issue an Endorsement/Memorandum. POLO releases Verified Documents to the EMPLOYER/COMPANY.

STEP 6 - FORWARDING TO PRA

EMPLOYER/COMPANY sends ORIGINAL Verified Documents to its partner Philippine Recruitment Agency (PRA).

STEP 7 - SUBMIT TO POEA(フィリピン海外雇用庁へ書類提出)

The Philippine Recruitment Agency (PRA) submits ORIGINAL Verified Documents to POEA for final approval.

STEP 8 - POEA ACCREDITATION/REGISTRATION

POEA evaluates the original Verified Documents, if everything is in order, POEA will approve then issue accreditation/license to Employer/Company.

STEP 9 - PRA RECRUITMENT

The Philippine Recruitment Agency (PRA) can now start recruiting and/or processing the employment documents of the worker.
