Note: Designated Supervising Organizations (DSOs) and Accepting Shipbuilding Company (ASC) who are already registered with the POEA under the Technical Intern Training Program (TITP) shall register anew with POEA under the FSWAP.

Checklist of Requirements for Foreign Shipbuilding Workers Acceptance Program (FSWAP)

A. Registration of Designated Supervising Organization (DSO) (Click here to download)

  1. SPA issued by the DSO to the PRA and AGREEMENT Concerning the Foreign Ship Building Worker Acceptance Program.  Document shall be signed by the Head/Authorized Representative/s of  organizations duly notarized in Japan and the Philippines.
  2. Job Order indicating the positions, number of positions to be filled up and salary per position signed by the Head/Authorized Representative/s of the DSO.
  3. Company Registration (Tokibo Tohon) of DSO with English translation attached. PUT NAME AND HANKO OF TRANSLATOR.
  4. Certification from the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) of the DSO for Designated Shipbuilding Activity with English translationPUT NAME AND HANKO OF TRANSLATOR.
  5. Certification of Appropriate Supervision Plan of the Accepting Shipbuilding Company (ASC) by the MLIT with English translation. PUT NAME AND HANKO OF TRANSLATOR.
  6. Master Employment Contract with Addedum to the Employment Contract complying with the minimum Standard Employment provisions of both Philippines and Japan signed by the President/Authorized Representative/s of ASC.
  7. A copy of the Master Employment  Contract previously approved by the POLO for Technical Intern Trainees employed in ASC.
  8. DSO Head/Authorized Representative/s to be interviewed by appointment at the Office of the Labor Attaché, Embassy of the Republic of the Philippines, upon completion of required documents.

B. For those Already Registered with the POEA under the FSWAP (Click here to download)

C. For workers in Japan converting from Technical Intern Trainees to Designated Shipbuilding Activity (Click here to download)

  1. List of workers with full name, birthday, company name, complete address of the company, contact details and the employment contract period with signature of the Head/Authorized Representative of the DSO.
  2. A copy of Certification from the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) of the DSO for Designated Shipbuilding Activity with English translation. PUT NAME AND HANKO OF TRANSLATOR.
  3.  A copy of Certification of Appropriate Supervision Plan of the Accepting Shipbuilding Company (ASC) DSO for Designated Shipbuilding Activity with English translation. PUT NAME AND HANKO OF TRANSLATOR.
  4. Master Employment Contract with Addedum to the Employment Contract complying with the minimum Standard Employment provisions of both Philippines and Japan signed by the President/Authorized Representative/s of ASC.
  5.  A copy of the Master Employment  Contract previously approved by the POLO for Technical Intern Trainees employed in ASC.
